Gensokyo has plenty of 'rules' such as the spellcard rules, which keeps Gensokyo's residents from killing each other. Reimu also has a set of rules that she follows ... sometimes. She certainly cared about following the rules when she murdered Fortune Teller.

The only time I know of where Yukari sought punishment was in Impossible Spell Card. That may be because Seija didn't necessarily threaten Gensokyo, but rather threatened Yukari's leadership. While the damage from physical destruction and bad weather could be repaired, the seeds of rebellion are much more troublesome. Yukari put a bounty on Seija and let everyone else break the spellcard rules in pursuit of her, and turned all of Seija's allies against her. Does this mean that Yukari cares more about her authority than the welfare of her state?
