>Nope, that was the sages,
They have a hand in the creation and maintenance.
>Some time in the 15th century, the youkai now known as Yukari Yakumo set the groundwork for the barrier with her "Youkai Expansion Plan", turning Gensokyo into a haven for youkai by enchanting it to attract the fantastic and repel the mundane.[1][2][3]
https://en.touhouwiki.net/wiki/Great_Hakurei_Barrier
At face value, all the wiki says is that Yukari began the construction of and wrote the blueprints for the Barrier while the Sages only agreed to it. It's time to take your own advice.
>Although Yukari is widely acknowledged as the barrier's "creator",[1][4] Yuyuko Saigyouji doubts that even she could create a barrier of this level by herself.
"Widely acknowledged aside from possibly Yuyuko's limited knowledge" is a pretty safe bet for the validity of my claims.
>No, it's a lot like rolling all your knights and footmen out on field, having your city nuked into a crater and declaring victory because you defeated a small portion of the enemy nation's army.
I don't see this at all. Okina didn't defeat anyone, she just said she could have.
>I don't see anybody worshiping Hecatia nowadays
She doesn't live in Gensokyo and doesn't live by Gensokyo's rules, while Kanako as well as the Hakurei god do.
>"Her true goal was to stand out."
Seem like Okina doesn't care about whether she gains faith or not either. Great god there.
>This kind of goal makes no sense
Why would it not? She accomplished her apparent goal of being noticed, not gathering faith.

What you've quoted and is from a baidu thread talking about PBC. "故意用上面的文字表现什么不太可能" means that the words on the gate doesn't have any deeper meaning regarding the game. It does not say anything at all about the authenticity of the images on the two other websites.
>I suspect that Hakka proverbs are unrelated and the Taiwanese webpage used some stock images just like ZUN.
I highly doubt that. First of all the dude on nipic who uploaded the highres image of the gate here >>17884849 has taken photos of other locations that are in the southernmost Pingtung county of Taiwan as well (here >>17885085 the anon - probably you yourself - had said that the gate is from Hengchun, which is a town in Pingtung), meaning that he likely took those photos together on a tour of the region (another evidence for this is if you look at the ID numbers for the two photos, they're very close). If the elementary school site also used it as stock image then it'd be unlikely that the gate would have anything to do with Pingtung, which would contradict the nipic bit of the information. Besides, why would they put up a random stock photo when they want to let others know about the culture of their region? Wouldn't they put up an actual photo of the region? That seems very unlikely.
Second of all all these links (the history of the elementary school and the nipic sites) are all the sources for the location of the image that exists. If the elementary school just happened to use a stock image then it'd be highly unlikely that that specific low resolution version of the image has only that website as its source under reverse image search (modulo sites talking about PCB).
