Okina had at least 4 goals she wanted to achieve during the incident.
1. To make herself known throughout Gensokyo
2. To recruit successors to Satono and Mai
3. To check if Gensokyo's security system (the protagonists) is working properly
4. To scare off any groups that are seeking to control Gensokyo

I would've loved if that were to have happened. Just make Okina join in the fight like how Junko does for Hecatia and have the playable characters "lose" like how only Cirno's clothes were tattered while Marisa was still fine even though she technically won the fight.
