Drops/crafting are so random, but since they don't start dropping until world 4/5 they're usually considered rarer. I had Taihou well before Kaga/Cranes, but that doesn't mean everyone else will.

Maybe? She drops pretty much everywhere starting in world 2, but check the wiki to make sure.
