The default keyboard is English and I think it's mostly them being too lazy to switch input to Japanese characters. They type a mix of both.
Also here's what "Japanese" keyboards used to look like. Imagine trying to do anything other than word entry on this monstrosity and you quickly understand why English QWERTY became the entrenched norm.
