Probably yes, I think she was meant only for shilling in the beginning but after they sold relatively well their CDs and especially after Amuse saw how much easy money they can make with FRESH subscriptions, they probably decided to make Ciao a kinda of 2nd SG and now are infusing them with pretty and charismatic girls and pushing them, relating them with SG as a strategy to get SG fans to support Ciao and spend money on them too.
With the outfits they usually wear I wouldn't say it will be very hard to get all SG's audience to support them and throw money at them
Now that I'm thinking about it, maybe Yuzu being part of Ciao Smiles and a kind of leader influenced her into being chose SG's President this nendo
