To use another example for this kind of situation, Merlin from Type Moon is capable of creating Illusions that can trick Reality into thinking that they're real, which in turn actually makes them real. Using this logic we could just assume that he could beat anybody by just casting a few Illusions but that isn't the case because similar to Yukari he clearly has limits we just don't know them.
