I made some quick calculations for my own personal amusement, based on a whole host of assumptions.

If she was going all out and expended the entirety of her fuel rod on a single attack, I estimate that she could generate a blast of ~1400 Mt. That's not world-ending, but it's quite a bit more powerful than any nuclear weapon ever produced and would completely annihilate everything within a 30km radius or so. It would also generate a neutron flux capable of ending all life in an area the size of Australia.

If Utsuho can just magically induce fusion and understands how to best weaponize this ability, then she is absurdly dangerous.
