I think CPPs is a red herring and Miyao isn't one at all. Meow is a normal person who got a killer program installed in her brain as a baby, which is Miyao. This might have made her brain develop like a DID brain, but it's neither congenital nor trauma-induced. It's a fucking program installed in her head that made use of the brain as if it was another personality and molded it over the years (brain plasticity is a big theme here), making it a DID brain practically speaking.

But since Toujirou wanted to use him for his own goals and didn't give a shit about his daughter, he named the kid Miyao and made sure that his personality, his beloved murder program, became the main one and took over the body for the most part. That's why he constantly refers to Miyao as his "son" and doesn't even acknowledge Meow's existence during their meeting at the restaurant. He doesn't give a fucking shit and just wants the killer program to do his bidding.
