Seems like Ran is the one that actually has all the power. Ran kept Yukari around as someone to dress up and love, but when Yukari started getting sick and having to sleep all the time she needed a replacement to love. Thats why Ran got Chen. Still, Ran has to take care of her first pet and gives Yukari lots of attention when she's awake, and takes care of her and cleans up after her when she's asleep.
