Pagoda masts sort of did work as intended, the faults of the Fuso-class were elsewhere. IJN heavy cruisers had it much worse when it came to top-heavy designs, I don't think the mast did all that much to offset the balance of these ships.

But then Novgorod is a relic from back when nobody really knew how to design a good weapons platform either, so it should be excused as well.
