Nah.

BUT he could just as well be a harmless /x/ schizo with interest in old conspiracy theories like Oyashiro-sama's curse. His choice of faction in each fragment just happens to mirror Gaytaro for reasons that will be never explained to the audience. Basically, he's just a plot device that tells us how each side feels about the other. Sorry if I sound like I have little faith in Ryuukishi's writing.

And I bet the business card is just another Ciconia reference, since Oniokoshi is full of it.
