They probably were just reusing the body they made for Chiester Nao and then went with 00 since the eyepatch gave Rika some unique visual flair. Rika was probably chosen because she could fit Nao's body, allowing them to reuse it. Note that Nao gets a CG with a Chiester Rena (dressed as 410) but they didn't make a sprite for her, rather than that there's a Rika/Nao dual attack even though they didn't even bother making a CG for that.
