Most safespots aren't free and will usually give more score than doing it the regular way. Perhaps that's not what ZUN intended, but the player is free to play however they want so long as they are not trying to pass off cheated runs as not-cheated.

I doubt ZUN is entirely against safespots. Only for some patterns does he do this:
