I don't like it too because my mother was like that but I think in most cases it's some chuunibyou meme about having secret power sealed away in your eye so you have to keep it covered like Cyclops from X-Men. In most cases the eye itself is supposed to be fine. Even pirates back in the day wore them because when they were attacking ships they needed to go below the deck where it was really dark so they kept one eye covered to be able to see in the dark, not because they were missing that eye. Eye patches are just some Japanese meme that isn't even really related to problems with your vision.

In the case of Oliver it looks like he banged his whole head and not his eye specifically.
