To some extent. Certain kinds of people are attracted to certain clans, so they often behave in similar manners.
I wouldn't put the vampire pysiology to affect the personality of Newblood vampires when recently transformed, just like Malkavians are all crazy to some extent because of their cursed blood.
However, your clan is not a determining factor in how you behave since you can very well choose to do good or bad and how do regardless of your kind.
