I wouldn't exactly say that. If you look at individual art pieces or backgrounds of certain mangas you can see Ran and Chen spending time together. Shit like them being in an open plain as Chen looks at flowers or them spending time together during a festival. There's also Ran getting asshurt when Reimu beat Chen in PCB. Ran is also a mentor figure for Chen anyway. So is very much a mom and the fanon stuff of her being one is accurate even if it might be a little hyperbolic.
