Hey /jp/

I'd like to ask those of you who live in Japan, are beggars relatively common in Japan's main urban cities?

I live in a metropolis, everyday on my walk to work I pass by people begging for change or putting up signs asking for money.
I don't see asian people begging either..only white and blacks. (I don't understand why)

What's it like in Japan?

(somewhat related pic, someone told me it was legit and from the philippines)
