Skeletons don't have muscles and thus move via magic. As they move via magic, there is no physical limit to their movements unless friction breaks them. Logically speaking this means Skeletons can spin their arms around fast enough to generate lift.

Looking at the small bit of green near her neck it looks like that it starts to form into the kelp directly at the shoulder. Though with his skeleton design there could be a bit of arm underneath it that then turns into the kelp. Knowing KC though how this is interpreted would be up to how the viewer wants it to be like.

Monsters the lack biological reproductive organs can still become pregnant, but they give birth to semi-gaseous slimes called poltergeists instead of members of their own species. However, poltergeists gradually take on aspects of their mother as they grow. This takes more time depending on how different the body of their mother is from the base form of a poltergeist. Eventually, they become indistinguishable from their mother species, but a propensity for using shapeshifting magic in peculiar ways may still tip one off to a former poltergeist. Poltergeists are a "lesser" monster species, so even powerful monsters may easily produce many daughters this way. It is possible for biological monsters to conceive poltergeists through certain magics.

What should skeletons evolve into in order to make them viable waifus instead of just concubines that come packaged with liches?
