Although I'm not really sure what is going on here. It would seem the mountain queen is excersising her royal right to occasionally sit around and take it easy.

But for our OP image, the pinched skin is a perfectly normal thickness, and the looseness indicates flexibility (imagine moving if all your skin was taut in a neutral pose).
