Reimu is great and popular because of her unmatched balance.
It's true, there are Touhous that beat her soundly in specific categories. She's not number one in anything, but she's generally pretty high up there. And because all of her all-around fairly high attributes, no one part of her shines brighter than the rest, so you can take all of her goodness in all at once. She's a Touhou who's greater than the sum of her parts.
