Here's a crude palette swap of one of Takeuchi's portrayals of her with the hair untouched. I think she is just one of those characters with ambiguous dark hair that shows as brown and black at different points in official art.

I can accept that they changed it to suit modern tastes. It was over a decade ago that she was originally designed. Given that, I'm really happy to see how little they decided to change her.
