Labyrinth is getting a revival in the near future, and it has a four easy SAW fairies from completion, so that could be a good way to get your first few SAWs off the ground. But yes, the lack of early ranged damage is a bit of a problem, although Clarice patches that deficiency by having her elementals substitute for multiple DPS units. You also have enough blacks to carry you for a couple months, so you can just wait and see if you can't get something good from the shrine during that time.
