So I personally would budget a bit more for flex-spending. (Think $1200) Because that's what I've experienced.

$300-600 masks are either going to be Taobao secondhands, Munis, or Tuzis without shipping.
Sometimes you could get lucky when a friend is selling one. (happened to me)

The remainder of that budget will go into a hada. MWF or Cantilon likely
After that will be padding, shapewear, breastforms, wig care, ect. Things you're going to need. All of which have documented sources.

Decent clothes/cosplay is it's own can of worms, but at least there're plenty of budget cosplay sources and/or tutorials.

Basically; be patient, get ready to buy/source from many different places, and consult the resources.
As lame as it might sound; if you want to have something respectable without being a wallet warrior, you have to work and wait for it.
