Red hair marks her as a generic Chinese demon, although that's a pretty fuzzy answer.
Her name and rainbow imagery suggests a hong dragon, but that too gets a bit messy since dragons are treated as a very distinct "unreachable" sort of creature in Touhou.

On second thought, a better explanation is that youkai - as with most mythical creatures - are originally derived from human fears and weaknesses and so would naturally be associated with mortal danger.

So basically they eat humans because "attacking humans is a youkais job". Really.

Rumia - Maneater, attacks instinctively. However, quite weak and quite dumb, less of a threat than a common medium-sized predator.
Mystia - Predatory, but not primarily a maneater. Intelligent, doesn't eat her customers.
Meiling - Maneater, but the SDM household puts specific restrictions on what sort of people she is allowed to eat.
Yukari - Confirmed to hunt humans, but unconfirmed whether she actually eats them or does something else with them.
