Maybe. That would make Touhou lore clash a lot more than usual with folklore, where the nine-tailed fox is best compared to something right out of the Cthulhu mythos, intelligent beyond the limits of human comprehension. And since it's confirmed that even in Touhou nine-tailed foxes - or perhaps even Ran specifically - are at the top of the food chain as far as beast youkai go, would seem strange that so much emphasis would be put on Yukari taming her is she wasn't a significant power in her own right.

In either case, sort of funny how Yukari's turned out the way she is, seeing how her basis is in a really mundane, unremarkable youkai - an incorporeal youkai that inhabits gaps. Sort of like how the sunekosuri is the youkai of "that feeling when you felt something brushing against your leg even though you're absolutely certain nothing did". Although unlike Yukari's kind, the sunekosuri manifests as a giant chinchilla or something.
On second thought, haven't read much about said gap dwelling youkai. Can't even remember the specific name. Maybe they actually do manifest as refined ladies in dreamlike quasi-gothic fairytale clothing, stranger things have happened.

Could be a lie. But then during PCB Ran was preparing a "feast" for when Yukari woke up.

Hell, PCB itself was supposed to be an incident but even the profile of her events of it detail that she kept going back to sleep.

Fanon after IaMP changed Yukari from a sleepy master that slept during PCB into a more direct participant for later stories. Just looking at the change from the frumpy purple dress to the copy of Ran's is just another example of how her role has changed significantly.

Okay, might as well admit it... for all the talk about fox spirits and stuff, I've actually once seen a real, live fox once.
