You kind of had me until you said "Japan doesn't need this".
The truth is,Japan wants this:They earn a lot from Gaijins buying their products,and they earn even more from Tourists.
Anime is a product which sells really good outside of Japan,and Japan wants all of the profit.
The only thing Japan doesn't want is people disrespecting their culture and stinky weebs trying to marry and migrate
