Yukikaze is the one that was hard to get. You can set up a camp at 2-4 to catch Shimakaze before proceeding to 3-2A. Pic related, a genuine Shimakaze unlike the fake china clone blue background Shimakaze from 250/30/200/30.
I probably got multiple of her from the recipe before getting the beaver. Besides there wasn't really much you can do back in 2013 besides 2-4 or 3-2. I didn't even unlock world5 when I beat IBS.

Shimakaze drop rate at 2-4 is probably the highest. I never got another one after I left 2-4.
