Inorin debuted only three years later than Hayami. In their first 3-4 years, Hayamin did about 9 main characters while Inorin did only one (and the "booster pack" you're talking about didn't happen until her seventh year).

A major reason she doesn't have lot of roles is because she isn't "a lot of people's runner up". Her voice and acting are so peculiar that it's hard to find suitable roles for her. I love her as P-Ko and Minchi, but outside those she hasn't done many roles that could have been done better by someone else (notably Hotori).
