Yes her paying the tax is just an assumption we have, however it is a pretty reasonable one.
Why? Because, while the US is really flexible on dual citizenship, Japan is strict about it. If you take any other citizenship you are supposed to renounce your Japanese citizenship, and also the opposite: if you receive Japanese citizenship, you must renounce any other citizenships you have.

In the first case, if you're a Japanese person who gets, say a French citizenship, and you don't renounce your Japanese one, it might not matter unless/until you go back to Japan. But if you're LIVING in Japan and you manage to get citizenship there, it's going to matter imminently.
