Gensokyo has to operate on *some* kind of logically consistent physical laws, or it would spontaneously evaporate into space or something. For the most part it is seen to work like our universe plus magic. Thus it is reasonable to assume that Cirno makes things cold by transferring their heat somewhere else, in accordance with the 1st law of thermodynamics, even if she doesn't know that's how she does it.
