Dunno if anyone is able to answer this, but I thought I'd give it a try.

In this panel this guy is chanting to summon a monster, but I can't figure out what
「A を切り裂きしは B」
is supposed to mean.

And by that I mean just the last part, why is there a し and why is there a は.

Like why is there a し in 切り裂きし?
Does it imply a 者 right after? Like the guy ripping the veil IS the fang of rebellion? Because then the whole thing would make sense, otherwise I need an expert to analyze this.
