I honestly don't understand how people are seeing that. The only thing Shion and Mokou have in common is that they both have long hair with a ribbon on top, pieces of paper on their clothes, and they both likely spent some period of their lives living in cardboard boxes.

But besides that, they're completely different. Mokou's long hair is straighter, while Shion's is messy and unkempt. While their clothes have similar "decorations", Mokou's shirt/suspenders/pants getup looks otherwise nothing like Shion's hoodie/skirt combo. Most importantly, their personalities and the way they present themselves are completely different. Where Mokou is a hot-blooded scrapper who faces the day with gusto, Shion is gloomy and would struggle to get out of bed every day, if she even had a bed struggle to get out of.
