As crazy as old legends tend to sound, apparently a big green/white lion/tiger thing with horns and nine eyes - three on the face and three on either side of the body. The hakutaku is basically imported from Chinese legend, where it is known as Bai Ze.

The whole cow thing comes from Keine's transformation - she may have other aspects under her clothes, but she only sprouts horns and tail visibly.
