Nyope, nyope. Anything can become practically able to cause disease in big enough amounts, post-antibiotic-chaos bacteria strains that outcompeted less fitting ones aren't an exception. They wouldn't even need to have strains' qualities changed (for increase in virulence) - disruption in holistic balance is enough for ailments.
