Yeah, I have to say I'm quite pleased with how the idea turned out. It's unfortunate I can't make the civilians and vehicles more dense without tanking the server but I think it's an acceptable compromise for stability.

Maybe. I still don't know how it'll handle the load of multiple players, I may have to disable it past a certain point.
