I don't see what's the problem with using applocale, you can make shortcuts (for translation aggregator & AGTH too, if you don't know japanese) and suppress that "HAY YOU'RE USING APPLOCALE" infobox. Like I said, the vast majority of japanese games work if you simply run their installers and game main exe with applocale...
