The thing about broken Touhou abilities is that they're never backed up with enough strength to use them to their utmost. Plenty of Touhous have powers that seem all-encompassing at first, but are quite limited in practice. Even Yukari isn't omnipotent, even if her ability says she should be. Yuuka has a lame ability, but she's so overflowing with sheer power that she could beat almost anyone in a fight, and that's simply the end of it. That fact informs her whole personality.
