There could be many explanations, if humans make the same mistakes again even when they are "lead to the right path" then they can't be saved? they said somebody would have to stay behind, maybe those people are playing a "game" to decide something important.
Also maybe pandora's incredible P3 capabilities will make heaven possible if they finally manage to successfully replicate its brain.
I'm not sure, I have a ton of weird bad theories but I'm sure somebody could probably think of something better.
