Have you ever wondered how it is that the Human Village continues to thrive despite all the youkai preying on its men?
It's all a key part of the balance of Gensokyo. Y'see, when the various organizations jockey for power over the village, it isn't to gain influence over Gensokyo, but to gain access to its males. They're constantly trying to convince humans to pursue them through false newspaper articles, rumor mongering, bargaining, outright kidnapping, and other crude means.
However, due to their intense jealousy and rivalries, they all end up spending most of their time trying to undermine each other. They constantly slander rival groups in print and through word of mouth, warn villagers about youkai plots, or mount daring rescues to return kidnapped men back to the village.
The villagers continue their lives in peace, marry each other, and produce human offspring, thus ensuring the continued existence of Gensokyo.
Sure, occasionally a stray man might wander into Mayohiga and end up captured by a great youkai, but this isn't an issue since the system as a whole is stable enough that one or two humans disappearing isn't a problem.
