Apparently it's Takeuchi's influence. Nasu wrote her character in the remake in accordance with the new younger-looking design Takeuchi insisted they go with.
To be honest I don't dislike the change. I like the naive/innocent part of Arc's character. Nasu also said he did the opposite with Ciel and tried to give her more of an onee-san feel as a caring senpai figure, and I think this gives the two a nice contrast.
