The Yukari you see in the fighting games isn't Yukari. The real Yukari only shows up during the mainline shmups, and after that it's all just Okina serving as a body double. This is why "Yukari"'s eyes are yellow and her hair is somewhat lighter in the fighting games. It may be well that Yukari is just a lazy good for nothing that leaves her job to Okina even when Gensokyo's future is at stake. But it's also possible that Yukari is building a true haven, a new nation for youkai somewhere else, where the rules are different and where humanity is no longer needed for youkai to thrive. Okina is simply making a legacy for Yukari among youkai and at the same time keeping everything in the current Gensokyo refuge stable for the surviving youkai population.

Kasen knew this at some point, which lead to building up her hatred against the sages at the thought of realizing the Yukari she once respected was all a lie. Master Ibarakasen will one day lead Reimu to defeat the real Yukari in her new nation as revenge for being betrayed.
