Hmm, reading through the section on the realm of ice I am not see any mention of this. There is one in the ice queen's profile, but that is specifically them calling their underlings to save someone right in front of them who is about to die from the cold, not about their powers preventing the cold from killing them (indeed they call in their underlings because without help the person will die).

Not that this really matters, the end result is much the same. You're pretty well guaranteed to be found before you die from exposure in the snowy regions, thanks to how many monsters patrol looking for people in trouble.
