That Hanami Natsume was bullying her at their time in Ebisu Muscats. Natsume did play a role as the mean one in the show, not sure if people misinterpret that act as real thing, or if it's indeed a real thing.
It was so bad that they had to post this pic as proof that everything's alright.

According to the thread in 2ch that one anon linked way back, she bullied Tsujimoto. And also linked to the cause of few ex-members quitting the group.
It's not something that only circulated around 2ch though, as Natsume feel the need to post this pic as a proof she has good relationship with Tsujimoto. The rumor probably got to her and damaging her image.
