The guy on left is Asakura Blue, an ero-doujin mangaka / ex-animator / illustrator. He's been on Anigera as a mob guest for the longest time and is famous for playing the character Asakuraman on the opening dramas.

Sugita likes to invite all sorts of people to his radio with the first non-seiyuu guests being game developers and composers (notably Meguro Shouji and Itou Kenji). More recently there have been several non-anime/game related guests (like PR persons for an ice candy or a protein brand). The most common reason for a person like that to be a guest is a relation to something Sugita or one of the mobs likes/loves.

Anigera originally started as Sugita's solo show, but grew into a big irregular mob crew made out of (ero) doujin artists and random nobodies. Even though he has got quite famous as a seiyuu, he has always loved indie stuff so it's natural for him to promote/raise awareness for anything he respects.
