And finally for comparison here is what things looked like 2 weeks before 1.10 came out. Just for comparison's sake.
Looks like things are beginning to improve.
Keep in mind that balance is likely going to continue shifting as 1.10 is only a month old, and pre 1.10 games are still recorded in the ladder.

Some Anonymous was kind enough to give me an updated Glicko chart for Hisoutensoku. There does appear to be quite a bit of discrepancy between the characters acknowledged as lower tier (Suwako, Meiling, Sakuya) and higher tier (Youmu, Iku), though some of that could just be personal skill and maybe not necessarily a large imbalance?

Still surprising to see how low Suika is, though.

Japanese Tenco Glicko ladder for Hisouten Soku.
It changes daily. But here is a snapshot from today.
The average rating of the top ten users per character was averaged.
The tiers chart you posted was based on win % from a long time ago. It shows ease of use better than anything.
This chart isn't definitive in any way either, but it should give you an idea how the very best players of Japan (who participate in the ladder) are performing with each character.
