Random things in no real order:
Mostly because grandma-like design. She doesn't transform into every playable character, because ZUN was lazy and wanted to keep one fucking pun. This really plays down her main tanuki power and removes an interesting gameplay chance. There is also the fact that she is supposed to be the youkai trumpcard against Miko yet her own profile basically says she would probably not be able to do much.
She also doesn't really do anything interesting in her WAHH cameo. Almost any character could have taken her place there.

Of course there is also the fact that a bake-danuki isn't really anything new in general.
