You can participate in the lottery to win a normal seat, yes. You can't "book" a seat though.

But if you really want to see a 48 show, take a trip to Hakata. The show ticket is basically guaranteed unless Sasshi is in the show, in case of which your chances are closer to the astronomically small AKB level though still bigger than a normal AKB show.
