I already have an idea of how to partially work around that. I'm going to use titles instead of names as much as possible. Touhoes have titles. Furthermore, it's still set in the 1920's, and back in those days they used to translate the meanings of the names of many of the "orientals" in literature and such.

It's unavoidable, without reskinning the thing completely, that the place will feel vaguely eastern, but that in itself is not a problem. The mystical orient is a valid pulp fiction topic. The key is to prevent them from making the "feels like anime" mental connection. And even that isn't necessarily a dealbreaker, if it just can be delayed until they're sufficiently into it.
