The meta world was a proper multiverse in Higurashi, but the meta in Umineko was more like a higher dimension where human thoughts and concepts exist and adopt physical forms. Like, the Ushiromiyas are dead for sure in millions of different fragments, but their meta selves are a "concept", an "idea" of them created by the collective consciousness of the public thanks to the Rokkenjima Mystery sparked by those message bottles. So the meta versions of the characters are not REALLY them, or their souls, or anything like that. They are more like "clones" of them in a higher dimension, the world of ideas and concepts.

Which would mean that this 5th dimension where infinite alternate universes exist as "fragments" is also a world of ideas whose inhabitants are unconsciously created and destroyed by the minds of humans. In this metaphysical dimension of the mind where ideas and concepts are given form, billions of fragments float around and they cointain the very universes where those concepts are generated by human minds.

This also explains Featherine's library. Every story ever published, hell, every story ever imagined, can manifest in this dimension and the people portrayed in those stories can exist for real here. Featherine herself is a persona imagined by Ikuko, but she genuinely exists in this higher dimension. Same with Dlanor, Willard, the court of Heaven and all that crazy shit. They represent concepts as imagined by Yasu and Maria. Other versions of the same concepts might exist somewhere out there.

The fragments floating around in this world of concepts are REAL universes, like the ones in Higurashi, so there's really no contradiction between both series and their meta worlds.
